Study completed abroad is not read directly by the board. It goes first to an approved evaluation service, which renders it into the categories the board uses, and the board reads that evaluation.

What it is for

It is the longest single wait on this road and the one most often started too late, because it depends on institutions in another country moving at their own speed. Somebody who begins it in their first week loses nothing; somebody who begins it when everything else is ready waits with nothing else left to do.

How to think about it

Establish early which services the board accepts -- not which services exist, which is a different and much longer list. Order the evaluation to go where the board says it must go. Start it before anything else on the road.

Choosing an evaluation service on price or speed alone. An evaluation from a service the board does not accept is not a cheaper version of the right one; it is a document the board will not read, and the money and the weeks are both gone.
