The renewal clock, and what it asks for
A licence is held on a cycle and has to be renewed. Renewal asks for continuing education, of a stated amount and with some of it in stated subjects, and the first renewal can carry requirements that later ones do not.

What it is for
The first cycle is the one people are caught by, because it can carry a one-off item -- the relocated ethics step is exactly such an item -- on top of the ordinary continuing education. Somebody who assumes their first renewal is like every other renewal can find a requirement they have never met before, with a deadline already running.
How to think about it
On the day the licence is issued, find out when the first renewal falls and what that first one specifically asks for, as distinct from what renewals generally ask for. Diary the one-off items separately.

The trap
Treating continuing education as a single number of hours. Part of it is usually restricted to particular subjects, so a licensee can complete the full quantity and still not have met the requirement.
