A pass is not a licence
Passing the examination is one of several conditions. Admission also needs the professional responsibility requirement met, the moral character determination positive, the registration and fees in order, and an oath taken. Only after all of them does a licence number exist and practice become lawful.

What it is for
People plan a start date around the result announcement and then cannot begin. An employer's offer often depends on being admitted, not on having passed, and the gap between those two is measured in the slowest outstanding item.
How to think about it
Keep a single list of every condition with its own date, and track the slowest one, because that is your real admission date. The examination result is usually not the slowest item; the character determination usually is.
