A pass is not a licence
Passing is one condition among several. Admission also requires the professional responsibility score, the state component, a positive character and fitness determination, fees and registration in order, and an oath. A licence exists only once all of them are done.

What it is for
Employment offers usually turn on being admitted rather than on having passed. The distance between the two is measured by whichever condition finishes last, and candidates plan against the result date instead.
How to think about it
Keep one list of every condition with its own date and track the slowest, because that is the real admission date. The examination result is rarely the slowest; the character determination usually is.
