A credential is a licence with a clock on it
A credential is issued for a term and then has to be renewed, and renewal normally takes two things: a quantity of approved continuing education, and an application made before the expiry date. Doing the first and forgetting the second still lets it lapse.

What it is for
Lapsing is a real thing that happens to real teachers, and it happens to conscientious ones: they do the hours, they have the certificates in a folder, and nobody told them the hours are not the act. It is also the quiet reason a teacher in their fourth year cannot take a post in their fifth. The hours themselves have a second trap, which is that they have to be of a recognised kind from a recognised provider, so a full folder of the wrong sort leaves somebody exactly where they started.
How to think about it
On the first day of a cycle, work out the per-year figure by dividing the total by the length, because a number that size is plannable and a number the size of the whole cycle is not. Then confirm two things with your state before you spend an evening on anything: does this provider count, and when exactly does my term end?
