First, whether you need it at all
Most accounting work in California is done by people who hold no licence. The licence is not a permit to do accounting; it is a permit to do a few specific things, and to call yourself by a protected title.

What it is for
This is the first question because getting it wrong is expensive in the one currency nobody gets back. A person who assumes the licence is the entry ticket spends years and a great deal of money on a road they never needed, when the work they actually wanted -- keeping books, running a payroll, closing a month, analysing costs, preparing returns -- was open to them the whole time.
How to think about it
Write down the work you want to do on Monday morning. Then ask of that work, and not of the profession in general: does this require somebody to sign a report, and does it require the protected title. If neither, the licence is optional for you, and optional is a different decision from necessary.

Treating the licence as the definition of being an accountant. It is a specific legal permission with a specific scope, and a great many respected, well-paid accounting careers never touch it. Decide on the work first; the licence follows from the work, not the other way round.
