The board issues the licence, and passing the examination issues nothing
A state board of accountancy grants the licence. The examination is administered nationally, but no national body licenses anybody. Until the board has your education, your experience and your application and has acted on them, you are a person who has passed an examination.

What it is for
It is the most common misunderstanding on every licensing road in this catalogue, and it is worth repeating here because accounting's national examination makes it especially easy to believe. Candidates announce a qualification, accept a title on a business card, or let an employer announce it, in the gap between the last section and the board's decision -- and using the protected title before the board grants it is its own problem rather than an early version of a good one.
How to think about it
Keep the two events separate in your own head and your own calendar: the date you finish the examination, and the date a board grants a licence. Do not use the title, or let anyone else use it about you, between them. Boards set these rules and change them, so any figure you plan around has to come from your own board's page rather than from here or from somebody who qualified in a different year.
