The board issues the licence, and the papers are not it
A state board of pharmacy issues the licence, once it is satisfied that the degree, the supervised hours, the examinations and the background requirements are all in place. Passing both papers with hours outstanding authorises nothing.

What it is for
The examinations are the visible part and they are the part candidates organise their year around, so it is easy to treat them as the finish. The board is looking at a list, and most of the items on it are verified by other people: the school, the sites where the hours were served, any board that has licensed you before. Those are queues, and queues decide start dates.
How to think about it
Read the board's own checklist for your category and split it in two: the items that depend only on you, and the items that depend on somebody else. Start the second group first, whatever order the page lists them in. Which of these is somebody else's queue? Boards set these rules and change them, so any figure you plan around has to come from your own board's page rather than from here or from somebody who qualified in a different year.
