Every route runs through a programme the state has approved
However a candidate reaches the classroom -- an undergraduate degree in education, a post-graduate programme after a degree in something else, or a paid route where the training year is a job -- the preparation is done by a programme the state has approved, and it is the programme rather than the state that admits you.

What it is for
This is the fact that reorders somebody's whole plan. People assume the state is the gatekeeper and write to the state, and the state does not admit candidates: it approves programmes, and each programme publishes its own bar. Two programmes can answer the same candidate differently on the same day, which means a refusal is not a verdict on the person, it is one programme's answer. Somebody who knows that makes a second enquiry instead of giving up.
How to think about it
Find the list of approved programmes your state publishes, and treat it as the real menu. Then ask each one two questions: what do you require at admission, and what other evidence do you accept if I am short on one thing? Which of these programmes would take me as I am today? Which of these applies to you, and what it costs in time, is set by your own state and published by it. Read that page rather than this one for any figure you are going to plan around.
