The renewal clock, and why it follows the code rather than the calendar
A licence is renewed on a cycle against continuing education, and a large part of that education is code update training, because the code itself is revised on a cycle and jurisdictions adopt new editions between your renewals.

What it is for
On most licensing roads continuing education is a box to tick. Here it is doing real work, because the thing being licensed genuinely changed since last time: rules move between editions, and an electrician working to what they learned at licensure is working to a code that has been superseded, possibly more than once. That is a safety matter and an inspection matter before it is an administrative one. A lapse also stops the work rather than just the paperwork, since the licence is what permits the work in the first place.
How to think about it
Take the code update training as the point of the renewal rather than the price of it, and take it for the edition your jurisdiction has moved to. Track your cycle from the date you were licensed, and confirm the credit is of a kind your authority accepts before you pay for it. Requirements here are set by whoever licenses you and they change, so any figure you plan around has to come from that authority's own page rather than from here or from somebody who qualified in a different place or a different year.
